IL SB3552

Amends the Counties Code to allow county boards in counties with populations between 300,000 and 2,000,000 to require local government units and agencies they control to provide detailed information on finances, budgets, contracts, employment, and ethics policies.

Permits county boards to adopt ordinances establishing codes of conduct for county appointees covering fiscal responsibility, procurement authority, accountability, transparency, and ethical conduct.

Allows removal of appointees by the county board chairman or executive with a 2/3 majority county board vote, or by the county board alone with a 2/3 majority vote, when code of conduct violations occur.

Requires that appointees receive reasonable notice of alleged violations and a hearing before the county board or its designee prior to removal.

Excludes county superintendents of highways and county engineers from these removal provisions, which remain subject to existing Illinois Highway Code procedures.
