Authorizes school districts to pay tuition costs for children with disabilities attending non-public schools, special education facilities, or public out-of-state schools when the district's special education program cannot meet the child's needs.

District tuition payments are capped at the lesser of actual costs or $4,500 per year, excluding room, board, and transportation, with the state reimbursing amounts exceeding the district's per capita tuition charge.

Establishes the Illinois Purchased Care Review Board to approve tuition costs exceeding 10% of the previous year or exceeding $4,500, including adding one non-voting member who is an administrator of a private nonpublic special education school.

Requires the State Board of Education to promulgate rules for determining when private special education facility placement is appropriate and for transportation to and from residential schools.

Districts must certify to the State Superintendent that they cannot meet a child's special education needs to claim reimbursement, except when placement is ordered by a state agency or court.
