• Establishes mandatory fine distribution requiring fines from trafficking (Section 10-9), solicitation (Section 11-14.1), promoting prostitution (Section 11-14.3), and patronizing prostitutes (Section 11-18) to be deposited into the new fund with $50 retained by clerk and $300 distributed to law enforcement agencies conducting investigations.

• Redirects 50% of forfeited property proceeds from trafficking and related offenses to the Specialized Services Fund instead of the previous DHS State Projects Fund, with 45% to law enforcement and 5% to the Office of State's Attorneys Appellate Prosecutor for human trafficking training.

• Expands criminal forfeiture to include additional prostitution-related offenses under Sections 11-14.3 (promoting prostitution), 11-14.4 (promoting juvenile prostitution), 11-17.1 (keeping place of juvenile prostitution), and 11-19.2 (exploitation of a child).

• Establishes vehicle impoundment procedures with $1,000 fees for trafficking and prostitution arrests, distributing $500 to law enforcement and $500 upon conviction to the Specialized Services Fund.
