Prohibits delivery, sale, or purchase of semi-automatic assault weapons, assault weapon attachments, .50 caliber rifles, and .50 caliber cartridges effective immediately; prohibits possession 270 days after effective date.

Allows existing owners to register prohibited weapons or attachments with the Department of State Police by providing affidavit with weapon details and proof of locking mechanism; registration fee of $25 per person required.

Prohibits large capacity ammunition feeding devices (capable of holding more than 10 rounds) 60 days after effective date, with exemptions for law enforcement, military, and certain shooting events.

Requires persons possessing valid Firearm Owner's Identification Cards to report loss or theft of handguns, assault weapons, or related devices to local law enforcement within 72 hours; second violation results in card revocation.

Increases penalties for gunrunning (transferring 3+ firearms illegally) to Class X felony with minimum sentences of 10-15 years depending on number of firearms transferred.
