IL SB3571

Amends the Drilling Operations Act to add definitions for "Department" (Department of Natural Resources) and "oil country tubular goods" (seamless or welded steel pipes used in drilling and production operations, including casing, tubing, drill pipe, couplings, and related fittings).

Requires the operator of each oil or gas well to file an annual disclosure form with the Department identifying the country of origin for each oil country tubular good initially used in a production operation on or after the effective date.

Directs the Department, in consultation with representatives from the natural gas, oil, and steel industries, to establish rules governing the disclosure form content, required information, annual filing deadline, and filing procedures.

Specifies that information collected from disclosure forms shall be used by the Department to establish a quality oil and gas infrastructure catalog for the State.

Applies reporting requirements to all oil or gas wells for which the operator holds a permit; takes effect immediately upon becoming law.
