Appropriates $1,094,612,700 to the Department of Children and Family Services for fiscal year beginning July 1, 2014, comprised of $608,976,700 in general funds, $475,024,400 in other state funds, and $10,611,600 in federal funds.

Allocates $240,478,100 from general revenue for entire agency operations including personal services ($191,161,900), contractual services ($22,009,000), telecommunications ($4,276,000), and other operational expenses.

Provides $337,432,700 from general revenue and $337,432,700 from DCFS Children's Services Fund for regional office grants-in-aid covering foster care ($287,285,300 combined), adoption and guardianship services ($169,316,400 combined), and institutional/group home care ($219,414,700 combined).

Funds specialized programs including child death review teams ($91,500), AFCARS/SACWIS information system ($15,418,800), child protection projects ($9,695,000), and foster care/adoption training ($10,000,000).

Act takes effect July 1, 2014.
