Appropriates $1,008,531,600 total for the Illinois Department on Aging for fiscal year beginning July 1, 2014, comprised of $901,997,500 in General Funds, $4,945,000 in Other State Funds, and $101,589,100 in Federal Funds.

Allocates General Revenue Funds for departmental operations including personal services ($5,756,900), contractual services ($1,354,600), electronic data processing ($427,100), and telecommunications ($424,000).

Funds major aging services programs including Community Care Program ($697,164,000), Title III Congregate Meals ($26,000,000), Home Delivered Meals ($16,000,000), and Title III Social Services ($22,000,000).

Provides funding for senior support programs including Senior Employment Specialist Program ($146,700), Grandparents Raising Grandchildren Program ($231,300), Senior Helpline ($1,710,100), and Long Term Care Ombudsman ($3,000,000).

Authorizes Department to reapportion up to 10 percent of total General Revenue Fund appropriations with Governor's written consent; effective date is July 1, 2014.
