Funds Office of the Adjutant General operations including personnel services ($1,270,100), social security contributions ($97,100), contractual services, travel, and equipment from the General Revenue Fund

Allocates $8,004,900 from General Revenue Fund for Facilities Operations including personal services ($4,742,200) and contractual services ($2,740,500)

Appropriates $13,000,000 from the Federal Support Agreement Revolving Fund for Army National Guard Facilities operations and maintenance

Provides $5,700 for historic artifact preservation, $1,000,000 for youth programs, $5,000,000 for military family relief grants related to September 11, 2001 active duty service members, and $613,100 deposited into the Illinois Military Family Relief Fund
