Appropriates $524,518,800 from the Education Assistance Fund to the Board of Trustees of the University of Illinois for fiscal year ending June 30, 2015, including $455,414,700 for personal services and $32,389,900 for contractual services.

Allocates $14,729,900 from the General Revenue Fund for the Prairie Research Institute operations.

Allocates $39,393,100 from the General Revenue Fund for University of Illinois Hospital operating costs and expenses.

Appropriates $3,721,300 from the Fire Prevention Fund for the Illinois Fire Service Institute, plus additional funds from specialized state funds for programs including Hispanic Center for Excellence ($657,300), Dixon Springs Agricultural Center ($269,800), Public Policy Institute ($1,027,000), and College of Dentistry grant ($287,600).

Takes effect July 1, 2014.
