Appropriates $46,187,100 in General Funds from the Education Assistance Fund to the Board of Trustees of Western Illinois University for ordinary and contingent expenses for fiscal year ending June 30, 2015.

Personal Services funding of $40,796,000 includes payment for personal services costs and salaries accrued but unpaid to academic personnel for the 2014-2015 academic year.

Additional allocations include: State Contributions to Social Security and Medicare ($700,300), Group Insurance ($1,527,500), Contractual Services ($2,188,600), Commodities ($335,600), Equipment ($350,200), Telecommunications Services ($131,300), and Operation of Automotive Equipment ($157,600).

Appropriates $20,000 from the State College and University Trust Fund for scholarship grant awards from the sale of collegiate license plates.

Act takes effect July 1, 2014.
