Appropriates $272,827,400 from the Title III Social Security and Employment Fund to the Department of Employment Security for operational expenses, awards, grants, and permanent improvements for fiscal year ending June 30, 2015.

Allocates $11,600,000 for workforce development including $100,000 for training program development, $7,000,000 for employment security automation, and $4,500,000 for benefit information system redefinition.

Appropriates $37,100,000 from the Unemployment Compensation Special Administration Fund including $2,000,000 for legal assistance, $35,000,000 deposit into Title III Fund, and $100,000 for interest on refunds.

Allocates $675,000 from Title III Social Security and Employment Fund for tort claims.

Provides $24,051,000 for unemployment compensation benefits to former state employees from multiple funds including $20,400,000 from the General Revenue Fund, effective July 1, 2014.
