Appropriates $13,537,300 from the General Revenue Fund to the State Board of Elections for ordinary and contingent expenses including personal services, employee retirement contributions, contractual services, travel, equipment, and telecommunications across six departments (The Board, Administration, Elections, General Counsel, Campaign Disclosure, and Information Technology).

Appropriates $5,842,500 from the Personal Property Tax Replacement Fund for reimbursement to counties for increased compensation to election judges and lump sum awards to county clerks and chief election clerks.

Reappropriates $11,000,000 from the Help Illinois Vote Fund for distribution to local election authorities under the Help America Vote Act, implementation of the Statewide Voter Registration System, and administrative costs and discretionary grants.

Total appropriation across all three funding sources is $30,379,800.

The bill takes effect July 1, 2014.
