• Amends the School Code to require prioritization of state aid appropriations beginning Fiscal Year 2015, with general State aid for school districts fully funded at 100% of the statutory Foundation Level before funds are allocated to other purposes.

• Establishes that any remaining funds after Foundation Level is fully funded may be used for supplemental general State aid and other state aid formula provisions.

• Effective date is July 1, 2014.
