Removes the exemption that allowed back seat passengers in taxicabs to forgo wearing seat safety belts.

All drivers and passengers in motor vehicles on Illinois streets and highways are now required to wear properly adjusted and fastened seat safety belts, with limited exceptions.

Violations remain a petty offense subject to a fine not exceeding $25.

Exemptions continue to apply for medical reasons, vehicles predating 1965, motorcycles, emergency vehicles (with specified limitations), and other specific circumstances.

Law enforcement officers are prohibited from searching or inspecting a vehicle solely based on a seat belt violation.
