Creates the Sons of American Legion Scholarship Fund as a special fund in the State treasury to provide grants for scholarships to children of Sons of the American Legion members who are Illinois residents attending Illinois colleges or universities.

Authorizes the Secretary of State to issue special Sons of the American Legion license plates for passenger vehicles and motor vehicles weighing not more than 8,000 lbs, with plates featuring the phrase "Sons of the American Legion" and the organization's official emblem.

Charges applicants $15 for original plate issuance ($10 to Scholarship Fund, $5 to Secretary of State Special License Plate Fund) and $10 for renewal ($5 to Scholarship Fund, $5 to Secretary of State Special License Plate Fund).

Reserves a special plate series with "PDC" prefix followed by two numerals for past detachment commanders, with certification by the detachment adjutant required to verify service dates.

Allows plates to be issued as vanity or personalized plates under existing Illinois Vehicle Code provisions, subject to appropriate documentation and Secretary of State approval.
