Amends the Food Handling Regulation Enforcement Act to clarify that provisions and rules concerning farmers' markets apply only to Section 3.3, not to the entire Act.

Establishes a Farmers' Market Task Force with at least 24 members appointed within 60 days, including legislators, state agency directors, local health officials, farmers, and agricultural representatives.

Prohibits local health departments from creating sanitation guidelines more stringent than state administrative rules, while preserving their authority to impose licensing, permits, and time/place/manner restrictions.

Requires the Department of Public Health to adopt statewide administrative rules for farmers' market food products in consultation with the Task Force, with rules to be recommended by December 15, 2014.

Specifies covered food products including raw agricultural products, baked goods, dairy products, mushrooms, juices, canned goods, eggs, meat, poultry, and fish sold at farmers' markets.
