• Establishes procedures for mechanics' liens on unclaimed motor vehicles in the Labor and Storage Lien Act, Labor and Storage Lien (Small Amount) Act, Automotive Repair Act, and Automotive Collision Repair Act.

• Allows a vehicle to be considered unclaimed and subject to lien foreclosure if not redeemed within 30 days after service completion or agreed date (whichever is later), or 30 days after estimate provided if no repairs were made.

• Requires claimant to identify vehicle owner through Secretary of State records, commercial vehicle information services, or vehicle inspection, then send certified mail notice to owner and lienholder at least 30 days before sale.

• Mandates publication of sale notice in local newspaper at least 14 days before sale, including vehicle details, amount owed, and sale location (must be at claimant's business location).

• Requires vehicle purchaser at foreclosure sale to submit detailed documentation to Secretary of State including estimate, photos, mechanic's lien affirmation, title search proof, and proof of owner and lienholder notification to obtain certificate of title or salvage certificate.
