Amends the Public Utilities Act to require gas, electric, and water companies with at least 100,000 customers; local exchange telecommunications carriers with at least 35,000 subscriber access lines; and cable or video service providers to submit annual procurement reports by April 15 each year.

Reports must detail procurement goals and actual spending for female-owned, minority-owned, veteran-owned, and small business enterprises, expressed as percentages of total work performed.

Required report contents include plans to increase participation and goals, procurement areas for vendor recruitment, vendor outreach strategies, identified challenges, recognized certifications, vendor contact information, and documented success stories.

Requires State-specific data in reports; if unavailable, companies must submit national data and explain why state-level data could not be provided.

Mandates the Illinois Commerce Commission hold annual public workshops on supplier diversity beginning in 2015, publish company reports and supplier diversity contact information on its website, and maintain reports for at least 5 years.
