Prohibits persons under 18 years of age from possessing alternative nicotine products, defined as non-tobacco products delivering nicotine through chewing, smoking, absorbing, dissolving, inhaling, snorting, sniffing, or other means (excludes FDA-approved cessation products).

Prohibits sale, offer for sale, or distribution of alternative nicotine products to minors; requires verification of age 18+ through government-issued photo ID for in-person sales or third-party age verification service for remote sales.

Establishes penalties for minors possessing alternative nicotine products: first violation punishable by 25 hours community service and $50 fine; second violation within 12 months by $75 fine and 50 hours community service; third or subsequent violation within 12 months by $200 fine and 50 hours community service.

Establishes penalties for sellers violating distribution restrictions ranging from $200-$800 depending on violation number and whether employer has training program on minimum-age tobacco laws.

Requires fines collected to be split equally between local prosecution entities and the State for enforcement; permits courts to order minors to attend smoker's education or youth diversion programs; mandates violation reporting to Department of Revenue within 7 business days.
