Rail carriers prohibited from allowing diesel locomotives to idle unnecessarily for more than 30 minutes within 1,000 feet of residences, businesses, schools, or hospitals in a manner causing or contributing to air pollution.

Exemption applies to locomotives idling in rail yards or during essential service repairs.

Violations exceeding 30 minutes but not longer than 35 minutes result in petty offense charges with fines between $200-$500.

Violations exceeding 35 minutes classified as business offenses with escalating fines: $500 (35-40 min), $700 (40-45 min), $900 (45-50 min), $1,000 (50-55 min), and $1,000 plus $500 per each 5-minute increment for idling over 55 minutes.
