Designates the Grand Avenue Overpass over Interstate 94 in Gurnee as the "Allen J. Lynch Congressional Medal of Honor Overpass"

Honors Allen J. Lynch, born October 28, 1945 in Chicago, who received the Medal of Honor for heroic actions on December 15, 1967 in Vietnam when he rescued three wounded soldiers under intense enemy fire while serving as a specialist four in Company D, 1st Battalion, 12th Cavalry Regiment

Recognizes Lynch's post-military service as an advocate for disabled veterans at the Department of Veterans Affairs and as chief of the Illinois Attorney General's Veterans Rights Bureau until his 2005 retirement

Directs the Illinois Department of Transportation to erect plaques or signs at suitable locations along the overpass identifying it by the designated name in accordance with state and federal regulations

Requires copies of the resolution be presented to Allen J. Lynch, his family, the Village of Gurnee, Lake County officials, and relevant state agencies
