Honors Dwyer for his 10-year service on the McHenry County Board (1990-2000) and his role as Chairman of the County Board's Transportation Committee

Recognizes Dwyer's leadership in establishing a Transportation Advisory Committee to address traffic congestion at the intersection of Illinois Route 31 and Illinois Route 62, the most congested intersection in McHenry County

Acknowledges Dwyer's efforts to secure federal funding for the Illinois Route 31 Western Bypass project in Algonquin, including his 1997 testimony before the U.S. House Transportation and Infrastructure Committee

Requests the Illinois Department of Transportation erect plaques or signs at suitable locations identifying the bridge and send copies of the resolution to the Illinois Department of Transportation and Dwyer's family
