Illinois General Assembly calls on Congress to propose a constitutional amendment overturning Citizens United v. FEC, SpeechNow.org v. FEC, Buckley v. Valeo, and related cases that permit unlimited election spending.

Proposed amendment should clarify that constitutional rights protections apply only to natural persons, not corporations or artificial entities.

Proposed amendment should establish that money facilitates speech but is not itself speech under the First Amendment and can be regulated.

Proposed amendment should authorize federal, state, and local governments to require disclosure of and limit all election contributions and expenditures from individuals, corporations, unions, political committees, and candidates.

Illinois urges its congressional delegation to propose and pass such an amendment and calls on other states to enact similar resolutions supporting campaign finance reform.
