Creates the "University Faculty and Professional Staff Recruiting and Retention Task Force" to study the impact of Tier 2 pension benefits (enacted in 2010 for employees hired after January 1, 2011) on recruitment and retention at Illinois institutions of higher education.

Task Force composition includes: one Governor-appointed chair, 4 House members (2 from Speaker, 2 from Minority Leader), 4 Senate members (2 from President, 2 from Minority Leader), representatives from University of Illinois, 2 other public four-year universities, Illinois Community Colleges, and 2 separate unions representing university faculty and professional staff.

Tier 2 members do not receive Social Security, and pension experts believe Tier 2 benefits do not provide pensions equal to that federal program.

State Universities Retirement System and Commission on Government and Financial Accountability shall provide technical and staffing support to the Task Force.

Task Force shall report findings to the Governor and General Assembly on or before January 1, 2014.
