Authorizes the Illinois State Toll Highway Authority to expand the toll highway system under the Elgin-O'Hare Western Access (EOWA) project.

Approves construction of an O'Hare Airport Bypass along the western edge of O'Hare Airport between I-90 near Elmhurst Road and I-294 near Grand Avenue, and an Extension running east-west between the Bypass and U.S. 20.

Updates the 1995 Senate Joint Resolution 45 authorization to reflect recommendations from the October 2012 Tier 2 Final Environmental Impact Statement jointly executed by the Federal Aviation Administration, Federal Highway Administration, Illinois Department of Transportation, and Illinois State Toll Highway Authority.

Requires the Toll Highway Authority to utilize available technology and construction processes to reduce environmental impact and facilitate future freight inter-modal transport, rail transit, bicycle, and pedestrian infrastructure within the project area.

Directs the Toll Highway Authority to support diversity involvement in project work and regional economic development.
