Creates a 12-member General Assembly's Advisory Committee on Education Funding with equal representation from Senate majority, Senate minority, House majority, and House minority caucuses, each with a designated co-chair.

Committee shall conduct a thorough review of pre-kindergarten through grade 12 education funding distribution methods and expenditures, with focus on general State aid.

Committee shall make recommendations for an education funding system that is adequate, equitable, prepares students for post-secondary success, and supports teachers and school leaders.

Committee recommendations shall consider student population and needs (including special needs), local resources availability, transparency, revenue predictability, and long-term system monitoring and improvement.

Committee shall seek public and stakeholder input, meet at least 4 times per year, and submit legislative and administrative recommendations to legislative leaders by February 1, 2014; State Board of Education shall provide administrative support.
