Creates a Task Force on Charter School Funding to examine charter school funding issues, including comparative analysis of funding practices across the United States and current funding provisions in Illinois's Charter Schools Law.

Task Force shall review the provision allowing school districts to provide charter schools funding in the range of 75% to 125% of the district's per capita tuition charge and examine effects of State-authorized charter schools on students and home school district budgets.

Task Force membership consists of 19 members including representatives from the legislature, State Superintendent of Education, State Charter School Commission, school districts, teachers' organizations, charter schools, parents, and business and education advocacy groups.

Task Force members shall be appointed within 30 days of resolution adoption and begin meetings within 30 days thereafter, with members serving without compensation.

Task Force shall issue a report with recommendations on changes to State charter school funding laws on or before January 15, 2014, and shall be dissolved upon issuance of the report.
