Creates the Homeless Veteran Protection Task Force to study protections and oversight of homeless shelters serving veterans.

Task Force composition includes representatives from the Department of Veterans' Affairs, homeless shelters, Department of Human Services, Department of Public Health, and local governments.

Veterans since 2001 have unemployment rates 3.2% higher than the general population, and comprise 7% of the population but 13% of the homeless population.

Task Force members serve without compensation, with the Department of Veterans' Affairs providing staffing and administrative support.

Task Force must submit findings and recommendations to the Governor and four legislative leaders by January 15, 2014.
