Amendment should establish that money is not speech under the First Amendment and can be regulated by government

Amendment should grant federal, state, and local governments authority to require disclosure of and limit all election contributions and expenditures from any source

Urges Illinois congressional delegation to work for amendment passage and calls on other states to enact similar resolutions supporting a constitutional amendment on campaign finance
