Identifies that these communities lie beneath 5 glide paths and 2 major take-off plates used after 10 p.m., with nighttime flight operations between 10 p.m. and 7 a.m. causing sleep interruptions

Notes that the NextGen Program at O'Hare is reducing aircraft spacing from 5 miles to 3 miles across 6 east-to-west approach patterns, resulting in higher levels of jet noise during Phase 1 nighttime operations

Urges creation and passage of a federal homeowner's aviation fly quiet act to address noise impacts on residents

Directs copies of the resolution be delivered to the O'Hare Commissioner, FAA Acting Administrator, and Illinois congressional delegation
