Creates a 17-member Drone Task Force to study the use and implications of unmanned aircraft in Illinois, including surveillance by law enforcement and private entities.

Task Force composition includes 2 state senators (one appointed by Senate President as chair, one by Minority Leader), 3 members appointed by the Governor, and 12 non-legislators representing law enforcement, trial attorneys, judges, business groups, municipalities, and the public.

Task Force shall study various drone uses including surveillance by law enforcement and other government entities, armed drones by law enforcement and private citizens, and private surveillance operations.

Task Force must evaluate and recommend limitations on drone use by law enforcement, government entities, and private citizens or entities.

Task Force must submit a report with recommendations and proposed legislation to the Senate President, Minority Leader, and Governor by January 1, 2014, then dissolve.
