Urges Congress to develop the 2013 Farm Bill with a strong Title IV that protects and strengthens federal food and nutrition programs including SNAP, WIC, TEFAP, and CSFP.

Opposes cuts to federal food and nutrition safety net funding through the annual federal budget process or any other measures.

Rejects changes to Illinois' administration of federal food and nutrition programs that would limit access or add undue burdens to food-insecure families.

Notes that 1,932,580 Illinois residents (1 in 7) experience food insecurity, including 684,960 children (1 in 5), and that SNAP serves 2 million Illinois residents with nearly half being children.

Directs copies of the resolution be sent to Illinois congressional delegation, the President of the United States, and the U.S. Secretary of Agriculture.
