Designates August 27, 2013 as Taiwan Relations Day in Illinois to mark the 21st anniversary of Illinois-Taiwan sister state relationship established August 27, 1992.

Supports Taiwan's entry into the Trans-Pacific Partnership (TPP) and resumption of U.S.-Taiwan trade talks under the Trade and Investment Framework Agreement (TIFA) to strengthen bilateral investment and trade relations.

Reaffirms support for Taiwan's meaningful participation with observer status in the International Civil Aviation Organization (ICAO) to enhance international airline safety and security.

Recognizes Taiwan as the 18th-largest trading economy worldwide and 11th-largest U.S. trading partner, with Illinois ranking 5th among U.S. states in exports to Taiwan valued at $952 million in 2012.

Commends Taiwan's democratic achievements, including its 5th direct presidential election in January 2012, and its inclusion in the U.S. Visa Waiver Program effective November 1, 2012 as the 37th member and 5th Asian country with visa-free status.
