Illinois Senate endorses and encourages use of the Illinois Snapshot of Early Literacy (ISEL) assessment by Illinois schools and the 21 states in the PARCC consortium for kindergarten through grade 2 reading proficiency evaluation.

ISEL was developed in 2000 by Illinois institutions of higher education, classroom teachers, and administrators, and is owned by the State Board of Education.

The assessment is provided free in paper form to all Illinois schools and features a state-funded technology platform that operates on any computer operating system and mobile device at substantially lower cost per student than other commercial assessments.

ISEL is research-based, valid, reliable, endorsed by national literacy experts, and aligns with Illinois Learning Standards and Common Core State Standards.

The State of Illinois formally encourages the State Board of Education to make ISEL available to other PARCC consortium states so their students and teachers may benefit from this Illinois-developed assessment.
