Senate Resolution calling on the Governor to direct the Department of Healthcare and Family Services to ensure Medicaid HMO enrollment does not reduce federal Hospital Assessment program revenues and requires written federal approval before implementing any HMO reimbursement system

Requires establishment of a minimum 88% medical loss ratio for all mandatory enrolled managed care organization (MCO) programs, consistent with the Integrated Care Pilot Program standards

Directs the Department to develop and implement a potentially preventable readmissions policy under Section 15-5 of the Public Aid Code

Calls for immediate federal approval of the Hospital Assessment Program prescribed in the SMART Act and inclusion of reimbursement policies that provide positive operating margins for safety-net hospitals

Directs immediate payment of all supplemental hospital payments already approved by the Joint Committee on Administrative Rules
