Urges the Chicago Metropolitan Agency for Planning to include Crossrail Chicago in its GOTO2040 master plan update as a fiscally unconstrained project.

Crossrail Chicago would connect 11 separate Metra rail lines through downtown Chicago and Union Station, allowing direct service between northwest suburbs (Rockford, Elgin, O'Hare) and southern areas (Kankakee, Champaign-Urbana, McCormick Place).

Would enable downstate Amtrak service to connect directly with O'Hare International Airport and provide direct rail service between O'Hare and McCormick Place convention center.

Requests support from the Illinois Department of Transportation, Metra, Chicago Transit Authority, and Chicago Department of Aviation to include the project in GOTO2040's mid-decade update.

Addresses regional jobs-housing mismatch by improving transportation between job centers at O'Hare/northwest suburbs and residential areas on the south side and south suburbs.
