Urges the Federal Aeronautics Administration and O'Hare International Airport authorities to decrease jet noise over Northwest Chicago communities (Edison Park, Norwood Park, Jefferson Park, Gladstone Park, Big Oaks) and surrounding suburbs that lie beneath key nighttime air routes.

Requests O'Hare authorities to spread flights across various runways to equally distribute air traffic burden and increase resources for re-testing noise levels and sound-proofing affected homes and schools.

Urges Congress to pass H.R. 3650 (Silent Skies Act), which would prohibit operation of aircraft not complying with Stage 4 Aircraft Noise Standards to reduce aircraft noise impacts.

Calls for re-evaluation of the current fly quiet program to establish flight and community partnership principles with all collar communities surrounding O'Hare International Airport.

Directs copies of the resolution be sent to the O'Hare International Airport Commissioner, the Federal Aeronautics Administration Administrator, and all members of the Illinois congressional delegation.
