Directs the Auditor General to conduct an investigatory compliance audit of the Illinois Department of Corrections' hiring process.

Audit must compile all relevant laws, regulations, and internal policies governing the Department's hiring procedures.

Audit must review the clearance process for granting employees specific responsibilities and privileges, including firearm issuance.

Audit must determine whether statutes, regulations, or directives were violated in issuing a handgun to an employee with a criminal history including two dozen arrests and gang membership.

Requires all state agencies with relevant information to cooperate fully with the Auditor General's audit and mandates findings be reported in accordance with the Illinois State Auditing Act.
