Illinois Board of Higher Education and Illinois Community College Board shall develop a self-study guide in collaboration with the Illinois Latino Family Commission to be distributed to all public universities and community colleges in the state.

Self-study guide shall assess current Latino student achievement levels, examine existing support practices, develop action plans for improving Latino academic achievement, and create plans for increasing degree and certificate completion.

Illinois Board of Higher Education and Illinois Community College Board shall generate a report analyzing low graduation and degree achievement rates among Latino students and submit findings and recommendations to the General Assembly and Governor by July 1, 2015.

Report findings shall be made available to all Illinois public universities and community colleges following submission to state leadership.
