Directs the Illinois Auditor General to conduct a program audit of the Department of Commerce and Economic Opportunity's administration of the EDGE (Economic Development for a Growing Economy) tax credit program.

Requires the audit to examine whether job creation and retention benefits from the EDGE program justify its cost to taxpayers, addressing concerns that no statutory cap exists on tax credits awarded.

Notes that as of June 2013, 82 EDGE agreements resulted in 3,581 job creations and 15,215 job retentions, but the Department does not report cost-per-job figures or annual authorization amounts.

Mandates the Department of Commerce and Economic Opportunity fully cooperate with the audit and provide all requested materials to the Auditor General.

Requires the Auditor General to commence the audit promptly and distribute findings to the Illinois General Assembly in accordance with the Illinois State Auditing Act.
