Encourages faith and community-based organizations to collaborate with law enforcement, juvenile justice agencies, mental health professionals, educators, and businesses to develop a Regional Juvenile Justice Advisory Council.

Council would research and develop policies and interventions addressing juvenile justice disparities and disproportionate minority contact in the juvenile justice system.

Council would comprise representatives from criminal justice information authorities, public health domestic violence councils, school districts, universities, law enforcement, mental health professionals, social service agencies, clergy, elected officials, and juvenile justice-involved families.

Council objectives include researching connections between attention deficit hyperactivity disorder and juvenile delinquency, reducing school arrests, improving school retention and academic performance, decreasing recidivism, and increasing positive role models and activities for justice-involved youth.

Directs that suitable copies of the resolution be delivered to juvenile justice agencies and organizations throughout the State of Illinois.
