Creates an interagency working group among the Department of Human Services, Liquor Control Commission, State Board of Education, Department of Public Health, Department of Children and Family Services, and Community College Board to assess and implement family and community support services for underage substance use.

Designates the Department of Human Services as the lead agency to provide administrative and other support to the working group.

Establishes the Substance Abuse Prevention Program (SAPP) Multi-Neighborhood Pilot targeting risk and protective factors for alcohol and other substance use in the Chicago neighborhoods of Back-of-the-Yards, Brighton Park, and Englewood within Chicago Police District 9.

Sets program goals to prevent adolescent substance use particularly relating to alcohol, decrease abuse rates among youth and young adults, build community capacity to address substance abuse issues, and promote health and well-being through program replication.

Directs objectives including increasing awareness of alcohol's negative effects for youth ages 11-19, incorporating prevention into school health and science curricula, partnering with government agencies on prevention messaging, and establishing family and community support systems.
