Amends Senate Rule 10-2 to clarify procedures for appointment messages submitted to the Senate for advice and consent on nominations.

Specifies that filing a superseding appointment message does not restart the 60 session day period required by the Illinois Constitution for Senate confirmation or rejection of appointees.

Specifies that withdrawing an appointment message and later refiling a message for the same person to the same office does not restart the 60 session day confirmation period.

Requires appointment messages to be drafted by the Legislative Reference Bureau, assigned sequential numbers by the Senate Secretary, and controlled by the Executive Appointments Committee Chairperson as an unamendable committee-sponsored measure.

Provides that appointment messages pending when the Senate adjourns sine die carry over into the next General Assembly and retain their original receipt date for purposes of the 60 session day requirement.
