Directs the Auditor General to conduct a performance audit of Illinois Department of Labor grants for "at-risk community support programs" and similar expenditures.

Directs the Auditor General to conduct a performance audit of Illinois State Board of Education funds for "targeted initiatives" and similar expenditures.

Audits must examine fund purposes, departmental monitoring, actual use of funds, employee positions and compensation, whether programs met stated purposes, and compliance with applicable laws and regulations.

Requires the Department of Labor, State Board of Education, and other relevant entities to cooperate fully with the Auditor General's audits.

Audits must commence one year after enactment of the appropriated funds, with findings reported in accordance with the Illinois State Auditing Act.
