Resolves that no votes on creating, extending, or increasing taxes shall occur during the veto or lame duck sessions of the 98th General Assembly before the 99th General Assembly takes office on January 14, 2015.

References the 2011 lame duck session when the 96th General Assembly voted at 11:16 PM on January 11, 2011 to pass the largest tax increase in Illinois history.

Notes that Illinois has subsequently ranked among the highest tax burden states in the nation and risen to the 3rd highest unemployment rate since the income tax increase took effect.

Acknowledges that Senate President Cullerton stated lawmakers would need to vote on extending Illinois' temporary income tax hike after the 2014 election.

Opposes using lame duck and veto sessions as venues for tax votes, stating these sessions are not appropriate for such consequential fiscal decisions.
