Memorial resolution mourning the death of Richard G. "Dick" Rawlings of Jacksonville, who passed away on July 15, 2014

Rawlings was born January 25, 1941, graduated from Franklin High School in 1959, served in the U.S. Army, and earned a Bachelor of Science in Civil Engineering from Bradley University in 1971

Worked as a civil engineer and land surveyor for over 35 years, served as President of the Illinois Professional Land Surveyors Association, received the "A. Pat" Patterson Illinois Land Surveyor of the Year Award in 1999, and owned Benton and Associates from 1971 to 2002

Served as Chairman of Corridor 67 Inc., served 2 terms as Morgan County Commissioner (elected 2006 and 2012), and actively participated in numerous civic organizations including the Jacksonville Area Chamber of Commerce, Rotary Club, American Legion, and various Masonic lodges

Survived by his wife Diane, 2 children, 3 grandchildren, and siblings; Senate extends condolences to his family and friends
