Illinois Senate commemorates the death of Joyce I. Duncan, who passed away on May 28, 2014.

Joyce Duncan was born March 1, 1956 in Herrin and moved to Waukegan in 1961; she graduated from Waukegan High School and earned a bachelor's degree from Shimer College.

She worked for Kemper Insurance Company and later at the YWCA in Waukegan from 1991 until her retirement in 2008.

Joyce Duncan was an active member of Gideon Baptist Church and later Waukegan Community Church, and enjoyed reading, traveling, and theater.

She is survived by her daughter Kirby Duncan, father Willie A. Duncan Sr., four brothers, two sisters, and numerous other relatives and friends.
