Urges the US Environmental Protection Agency to immediately schedule public hearings in coalfield regions regarding the proposed "Clean Power Plan" rule for reducing greenhouse gas emissions.

States the Clean Power Plan will directly lead to closure of Illinois coal-burning power plants and result in estimated loss of more than 52,000 jobs in coal, utility, and railroad industries by 2020.

Requests the EPA either withdraw the proposed rule or significantly revise it to eliminate economic impacts on coalfield communities throughout the United States.

Directs distribution of the resolution to the EPA Administrator, Illinois EPA Director, Illinois Commerce Commission leadership, and members of the Illinois congressional delegation.
