Charles H. Kelley, Jr. of Sparta passed away on November 18, 2014, at age 59.

Founded MedStar Ambulance, Inc. in 1981, growing the company from 2 to 179 employees (127 full-time), and served as mayor of Sparta.

Served on the Board of Directors for the American Ambulance Association and Illinois State Ambulance Association, and was a founding member of the Randolph County 911 Board.

Active member of multiple community organizations including Sparta Rotary Club, First United Methodist Church, Sparta Lions Club (former president), and Sparta Fire Department (retired).

Survived by wife Deborah, children Charles R. and Michael R., four grandchildren, and brother John Kelley, Sr.
