Amends the Illinois Insurance Code to require insureds in mental health professional shortage areas to have access to telehealth services from licensed mental health and substance abuse professionals.

Allows insureds to select physicians, clinical psychologists, clinical social workers, clinical professional counselors, marriage and family therapists, speech-language pathologists, or certified professionals at programs licensed under the Illinois Alcoholism and Other Drug Abuse and Dependency Act for mental, emotional, nervous, or substance use disorders.

Requires insurers to cover treatment for serious mental illnesses and substance use disorders with minimum annual coverage of 45 days of inpatient treatment and 60 outpatient visits, with an additional 20 visits for speech therapy for pervasive developmental disorders.

Prohibits lifetime limits on inpatient treatment days or outpatient visits and requires medication management visits to not count against the outpatient visit limit.

Establishes that medical necessity determinations for substance use disorder treatment must comply with the American Society of Addiction Medicine's patient placement criteria and be made consistently with determinations for other medical conditions.
